It says one Northern Beaches council — a merger of Pittwater, Warringah and Manly — would have 258,000 residents based on 2013 Australian Bureau of Statistics figures and was a suitable guideline for minimum size.
Warringah is one of a tiny handful of Sydney's 41 councils which is prepared to merge. Most have stated they wish to remain as they are and no mergers have been agreed despite the state government offering financial incentives. One Northern Beaches council is the preferred outcome of the Independent Local Government Review Panel.
Warringah is agreeable to merging with Pittwater and Manly councils. Pittwater and Manly councils both wish to stand alone. The idea of creating Greater Pittwater and Greater Manly by splitting the northern beaches — and Warringah — in half has also been floated. Warringah is opposed to this model.
In its submission to IPART, Warringah argues that shifting the three councils into two would result in two councils of fewer residents than Warringah currently has alone.
Warringah's submission implores IPART to set a minimum population criteria of 250,000 residents to force other councils to reassess their standalone positions. We feel that any ambiguity in IPART's methodology,
