On May 10, 1865, Andrew Johnson declared the rebellion was almost at an end. There were only a few remaining Confederates left to surrender to Federal forces. Johnson also called for a formal review of the victorious Union Army in Washington. The Grand Review would take place May 23 and May 24, 1865.
Part of Johnson's reasoning for a Grand Review was the desire to change the mood of Washington, which was still mourning the death of Abraham Lincoln to an assassin a month prior.
Although it would be impossible for the entire Union Army to pass in review, three were in town for the event. George Gordon Meade's Army of the Potomac was scheduled to march on May 23 while William T. Sherman's Army of the Tennessee and Army of Georgia would march the following day. The two-day procession would include 150,000 Union soldiers.

It was the first day since Lincoln's death that the flags were flying at full staff. Meade led an estimated 80,000 men of the Army of the Potomac from Capitol Hill, down Pennsylvania Avenue and to the White House.

The infantry marched with 12 men across the road, followed by the divisional & corps artillery. This was followed by an array of cavalry regiments that stretched for miles.
Men, women and children lined the review route joyously celebrating the end of four long years of war. The crowd sang patriotic songs as the soldiers made their way down Pennsylvania Avenue.
That evening Sherman fretted that his western soldiers would not be as spit and polished as the Army of the Potomac. Sherman's men were known to be rougher around the edges than the eastern Federals,http://www.producteursdemaregion.com/walker.php?maillot-su%25C3%25A8de-20142015-p-1758.html.
The western soldiers were known to wear soft hats and loose shirts instead of the standard blue uniforms and kepi hats. Since being in Washington, Sherman had drilled his men and insisted that their uniforms be cleaned, buttons and brass shined and that bayonets glistened.
Sherman's men didn't let him down.
