The figure is less than half the 15.9 per cent official British poverty rate in 2013.
The report said: ‘Experiencing poverty over a number of years is more detrimental for the individual than a brief period in poverty.’
The Department for Work and Pensions welcomed the findings as an endorsement of the Government’s efforts since 2010 to reform the benefit system and make work pay.
