New Castle County Executive delivers budget plan to council, would decrease general fund spending 0.1% to just more than $174.1M. Bond refinancing was key to cost savings.

5 CONNECT 2 TWEETCOMMENTEMAILMORENew Castle County Executive Tom Gordon presented a budget without tax increases that does not project the need to dip into county reserves to balance Tuesday night.
Overall, Gordon proposes $174,101,605 in general fund spending, which is a decrease of about a tenth of a percent from last year's proposal.
The general fund accounts for most of the operating activities of the county including public safety, administration, recreation, libraries and some debt payment.
"This is my 11th budget to council and also the 11th time I've stood here and offered a budget without tax increases," Gordon said addressing the county council on the proposal.
The decrease in general fund spending is made possible by about $3 million in savings to this year's debt payments from within the general fund. Earlier this year, the county refinanced $119 million in bonds which will save the general fund an additional $2 million spread over two years following the coming fiscal year which begins July 1.
"The refinancing was able to save us. That is big for the general fund budget," according to Chief Administrative Office David Grimaldi noting other pots of money outside the general fund will also save from the refinancing.
Grimaldi said the balance of the savings from the bond refinancing is paying for regular inflation in the cost of running government.
The budget will fund 12 additional positions for police and ambulance, Grimaldi confirmed. Part of that will be paid for through federal grant money, according to New Castle County Police Chief Elmer Setting.
"It is a budget that can best be described as prudent," Gordon said claiming it was only the fifth time in county government history the general fund was projected to shrink.
While the general fund is expected to be smaller than last year, overall spending on government, including the county's share of street light operation and sewer fund spending, is projected to increase by a quarter of a percent totaling $256.7 million.
In previous years, Gordon's proposed budget projected the need to dip from reserves, but the combination of revenue collections beating projections and mid-year cuts have enabled the administration to avoid dipping into reserves during Gordon' current term, according to Grimaldi.
Gordon was county executive from 1997 to 2004. He took office again in November 2012.
Gordon said this fiscal year is projected to end with a "very small surplus," with the county's two largest sources of revenue, property tax and real estate transfer tax tracking slightly upward over last year's collections.
"It sounds like the county revenues are in a strong position, but we still need to look at the details," said Councilman John Cartier.
Tuesday's presentation kicks off two months of hearings with county council and each facet of county government before a final budget is approved before the start of the coming fiscal year.
"It's hard to say anything because we haven't seen any specifics yet," said Councilwoman Janet Kilpatrick.
The executive's nearly 50 minute long address to council included a general outline of the budget, but largely focused on what Gordon sees as government's accomplishments over the past year.
He noted progress on the creation of the Route 9 library and innovation district as well as a recent visit from federal officials looking at the potential to partner with state government and private entities to expand the Port of Wilmington.
