Attorneys general from every state and the District of Columbia joined the suit, noting that donors came from throughout the nation. But officials said Florida with its large population of retirees was likely a prime target.
The vast majority of people who give based on direct mail or telemarketing the tactics these charities used are elderly people, said H. Art Taylor, president and CEO of the Better Business Bureau's Wise Giving Alliance. If you talk to any charity that does direct-mail solicitation, they'll tell you that probably 80 percent of their donors are at least 55,http://www.djjenjones.com/wp-searches.php?Belgium-Hjem-Fodboldtr%25C3%25B8jer-VM-2014-(Witsel-6), and many are 60, 70,http://www.rockpocketgames.com/wp-walker.php?maillot-football-enfant-kipsta-id_8339031.html, 80.
The complaint seeks more than $100 million in fines against the charities and their executives,http://www.ytutanflamenca.com/wp-theme.php?categorie/chaussures-de-foot/nike/ligne-mercurial-vitesse, none of whom has admitted wrongdoing. The FTC acknowledges that most of the money is gone and that donors will not receive refunds.
Whitney Ray, a spokesman for Florida Attorney General Pam Bondi, said any funds collected would go to charities that actually do provide assistance to cancer patients and to cover prosecution costs.
But he and others see the case as a giant cautionary tale for donors.
There are literally hundreds of charities with 'cancer' in their names,http://www.faz-transports.com/wp-title.php?chaussures-adultes/5541-chaussures-adidas-messi-101-fg.html, and it's very easy to mistake one for another, Taylor said. Unfortunately, most people make their donation decisions based solely on the letter they get in the mail or the phone call they get at night.
Authorities recommend never giving by phone because it's impossible to know who is actually on the other end,http://www.greatfoodclub.co.uk/wp-xml.php?sunderland-football-shirts/. They also suggest a pre-emptive giving strategy : deciding what is important to you and who should get your money instead of reacting to an emotional appeal.
Donors can check up on national organizations,http://limgclub.com/layout-styles.php?premier-league-liverpool-c-3_158.html, their financial records and evaluations online at Give.org and CharityNavigator.org. They'll find smaller and local charities at Guidestar.org and the nonprofit search section of CFFound.org,http://www.gronbeck-hardkrom.no/loader.asp?tyskland-69, the website for the Central Florida Foundation.
But even sifting through the financial records posted there doesn't guarantee that donors will spot deceptive practices. In this case, the FTC says, the charities obscured how little they were spending on helping cancer patients by claiming grossly inflated in-kind donations.
We looked at their forms and saw a lot of red flags, said Mark Brewer,http://rentasgastronomicas.com/wp-theme.php?2014-coupe-du-monde-jersey-portugal-jersey-c-49_52.html, president and CEO of the Central Florida Foundation,http://www.katalogportali.com/wp-feed.php?selecciones/espana/entrenamiento-y-paseo/, which manages more than 400 charitable funds and advises both donors and charities. But for the average person, my advice is just to Google the charity's name.
For these charities,http://www.showbusinessreport.com/wp-theme.php?allemagne-2014-reus-home-blanc-soccer-jersey-p-1090.html, doing so would have turned up a litany of websites with complaints from donors as well as news that six states had previously sued them. The Center for Investigative Reporting and the Tampa Bay Times had ranked the Cancer Fund of America second on a list of America's worst charities.
In the future, Floridians should have more protection against would-be scammers,http://uniquecreatures.com.au/wp-db.php?watches/iwc.php, said Adam Putnam, commissioner of the state Department of Agriculture and Consumer Services. Legislators in 2014 passed a law banning charities that have run into legal trouble in other states. It also prohibits felons from soliciting charitable funds and requires telemarketers who collect sensitive financial information to be fingerprinted.
We think that law is a good one, Brewer said. We think it will catch a lot of people in the snare, especially telemarketers.
