Speaking to the , the motorist, who did not want to disclose his full name, said: 'I made an inquiry to the DVLA about the possibility of obtaining "15LAM", only to be told that this was an inappropriate licence plate.
'I’m not particularly religious, but I am proud of my name. I was thinking of buying the plate as a gift for my brother. To be told that my name is offensive is really upsetting.'
A publicly-funded committee meets twice a year to add number plates deemed unsuitable for Britain's roads.
The DVLA has the right to demand plates are withdrawn from the road.
PEN 15, a surprising omission from the list, is owned by number plate dealer RegTransfers, which is looking to sell it.
Angela Banh, from RegTransfers, said: 'Some rude plates do occasionally slip through the DVLA net.
'PEN 15 was released many years ago. BO11 LUX was also released in 2011, then withdrawn, but the owner took on the DVLA and it is now back on the roads.'
Top Gear's crew were attacked and chased out of Argentina last October after a H982 FKL plate on Jeremy Clarkson's car was seen as a reference to the Falklands War.
