COMMENTEMAILMORELawmakers on the General Assembly's budget-writing committee signed off Tuesday on another $21 million to fund higher costs for state employee health care plans, rather than imposing those costs on workers.
The plan, approved on Friday by the State Employee Benefits Committee, imposes some higher co-payments on state workers and retirees, but allows them to avoid $1,000 deductible increases proposed earlier by Gov. Jack Markell.
"It's a recognition that state employees have continually been asked to do more with less," said Rep. Melanie George Smith, a Bear Democrat and co-chair of the legislature's Joint Finance Committee.
With the additional appropriation, lawmakers are now appropriating $47.1 million in next year's Delaware budget to fund higher year-over-year costs for health plans for state workers.

State workers spared higher deductibles
The additional costs come as budget-writing lawmakers and Markell administration officials attempt to close a $48 million gap between Markell's proposed budget and available revenues.
With the additional healthcare costs, that gap rises to nearly $70 million. Two weeks of budget mark-up meetings began on Tuesday. Meetings will continue through next week.
State workers will not receive a general pay increase under the current $3.9 billion budget proposal.
Under the healthcare plan, state workers will see monthly premium increases ranging from $3.86 and $37.78 in the new fiscal year beginning July 1. Premium changes depend on the insurance plans that workers choose and whether those plans cover family members.
Co-payments for primary care and specialist doctors visits, outpatient surgeries and some prescription drugs also will rise under the new healthcare plan. The changes will help close a $60 million deficit in the state's health plan.
